Why councils are still struggling to meet the duty to cooperate

So far this year, three councils have seen their draft local plans derailed at examination because they failed to meet the legal duty to cooperate. Early engagement and demonstrating co-operation with both neighbours and government bodies through statements of common ground are key to avoid such problems, say practitioners.
