RTPI white paper response slams ‘top-down housing targets’

The imposition of “top-down” and “data-driven” council housing requirements would be “risky” in the current climate, the proposed upfront consenting process for “growth” areas would have “significant resource implications”, and the creation of a national infrastructure levy could undermine the government’s “levelling up agenda”, the Royal Town Planning Institute (RTPI) has warned in its response to the planning white paper.
