Inspector allows 576-home office conversion despite ‘substandard’ privacy for a quarter of residents

A planning inspector has allowed an appeal to turn former offices in Hertfordshire into 576 new homes, despite concerns about the “substandard” living conditions that 24 per cent of future occupants would experience and the “disappointing” quality of elements of the scheme’s design.
